A Review of the Role Playing Game Supplement The Council Of Waterdeep

The Council Of Waterdeep by Aaron Dayton is a role playing game supplement published by Wizards of the Coast through the DMs Guild Community Content Programme. It is technically for Dungeons & Dragons 5th Edition but is effectively system-neutral as it lacks game stats.

The aim of this supplement is to give to players of Hoard of the Dragon Queen and The Rise of Tiamat in order for them to become familiar with the Council of Waterdeep. The material is stated to be collected from a number of official sources, collected into one place for ease of access.

The remaining five pages of the supplement are one faction to a page. These are the Harpers, the Zhentarim, the Emerald Enclave, the Order of the Gauntlet and the Lord’s Alliance. For each but the last there is some opening information on the faction, followed by some details on the faction representative. For the Lord’s Alliance, there is some information on the group, but not on the individual members; these just have portraits with their names on, rather than descriptions.

The Council Of Waterdeep in Review

The PDF lacks bookmarks and is short enough that they are not needed. Navigation is okay. The text maintains a single column full-colour format and appeared to be free of errors. There is a variety of full colour artwork, all stock, depicting the factions and council members. Presentation is very good, even if it is stock.

This is a simple product that sets out to provide a brief amount of information on the different factions that can then be given to players, and it achieves that. Yes, the information is already out there, but this does collect it into one place, which is useful. It’s less useful for those that aren’t playing in those campaigns, but it isn’t really intended to be used out of them.
