Faces of the Tarnished Souk: Arhanoht, the Iron Gavel (PFRPG) by Matt Banach and Justin Sluder is a role playing game supplement published by Rite Publishing for use with the Pathfinder Roleplaying Game. As such, it is covered by the Open Game License and some parts are considered to be Open Game Content as a result. This is a single NPC at three different CRs.
The supplement is available as a 16-page PDF from DriveThruRPG for $2.95 but was purchased at a reduced price as part of a special bundle. One page is the front cover, one the front matter, one the Open Game License and two are ads.
Arhanoht, the Iron Gavel gives some details on the NPC, an inevitable that fell from grace and now works to redeem itself as an arbiter of justice in the streets of the Tarnished Souk. Dreamburning is followed by details on the inevitable’s Shrine of Law, lore and using the NPC.
The three versions of the NPC follow, and start, in reverse order, with the CR 6 broken (x3) exemplar lesser kolyarut.
The CR 12 version is a broken exemplar time seer lesser kolyarut inquisitor 5/monk 3.
Finally, the CR 21 version is an exemplar suzerain time seer lesser kolyarut inquisitor 13/monk 3. This is followed by some new feats, new magic items including a meteor hammer that takes the form of a censor, new traits and brief details on the Order of the Iron Gavel, a group that Arhanoht heads in his fully repaired form.
Variant Monster is a lesser kolyarut, a variant of the kolyarut inevitable.
Templates starts with Broken Creature, an acquired or inherited template that can be applied to any corporeal creature, but usually constructs and constructed creatures. This template can stack and can be used to create a construct that has taken serious damage, as Arhanoht has prior to repair. The Exemplar Creature is essentially a perfect specimen of its kind. The Suzerain is a natural leader. The Time Seer can see multiple possibilities.

The PDF is bookmarked with major sections linked. Given the length, navigation is decent. The text maintains a two-column format and appeared to be free of errors. The primary illustration is the one from the front cover, but there are a couple of others as well. Presentation is decent.
Arhanoht is an interesting and potentially very dangerous creature, if gotten on the wrong side of, especially at the highest CR, when they also have an order of trained monks at their beck and call. Though they are devoted to law, there is a definite sense that they are deluding themselves to a degree. And pure justice is anyway rather unforgiving of flaws.
